Upjohn Institute economist discusses tax reform

State lawmakers are considering ways to change Michigans tax structure. Last week the state House Tax Policy committee heard from various lobbyists and economists on ideas for changing Michigans tax code. Tim Bartik, an economist with the Kalamazoo-based W.E. Upjohn Institute for Employment Research was among those who testified before the committee. Bartik says Michigan faces a structural deficit even when the economy improves. He says revenues grow slower than the rate of personal income in Michigan. Bartik says the goals for reform in Michigan should include ensuring long-term revenue adequacy, creating incentives for job creation and making the tax system more progressive.
